event times are wrong on remote iCal subscription from GMT+5:30

I am running a chandler calender server at cal.bluelightav.org and on the same machine I am running confluence.

The machine is hosted at GMT-6:00. When viewing events on the server, on the chandler client, or in sunbird, I see the events with the proper times.

The events have their timezone set to GMT+5:30, and the confluence calendar has it's timezone set to the same.
