Often a specific version of an attachment can not be retrieved. Instead the following error message is displayed

Attachment File Not Found

The attachment you were trying to download could not be found in the attachment file store. Either the file has been removed manually or there was an error in removing the record of the attachment from Confluence.

If this attachment is no longer required you can remove it from Confluence on the attachments page. Otherwise, you will need to attach a new copy.

Scenario:
1. Upload a new file (file.txt)
2. Check out, modify and check in a new version.
3. Two version of the file now exist
4. Click on one of the file versions to retrieve the file
5. Error: The file is not retrieved and the error message above is displayed. This message is sometimes displayed when a check-out link in selected as well.

Attachment Checkout plug-in will work fine only if Attachment storage will point to Database.
Please check your Attachment storage from below given location.
Administrator console > Attachment Storage (Under Configuration Column on left side of your screen)

Please point Attachment Storage to In Confluence's configured database by selecting radio button.

As Riyaz pointed out this behavior is resolved when a db is used for attachment storage
