Some issues that are Unresolved are being counted as Resolved in teh Created vs Resolved report.
From my research, it appears that all these issues have been reopened more then once, and they are on the "Resolved" side of the report for the date they were last resolved.

This issue will be counted in the Tally of Resolved issues for July 8th, however, it was reopened on July 10th. The Resolution field is cleared when an issue is reopened.
If the issue is only reopened one time, this does not appear to happen. If you have any questions or need more examples, please let me know.
