In 3.11 the labels plugin changed so that manipulating labels required the "Edit Issue" permission. This drastically impacted our organizations workflow, as we'd just introduced labels in our previous upgrade, and we don't give "edit issues" to all users, but we do want all authenticated users to be able to manipulate lables.

As a compromise from LBL-73 we suggest adding an "Edit Labels" permission, similar to the attachments/comments permission scheme. This would allow customers to choose between the old label behavior (reported as too permissive in LBL-73) and the new label behavior (too restrictive for our use).

We've also opened support JSP-19701 originally listing this as a bug/support case.

Unless I'm mistaken, it's not possible for a plugin to inject a new permission. Therefore, this would require work inside JIRA before we could solve the problem in this way.

On the other hand, we could add a preference to the labels macro that simply allowed the user to choose whether it observed the "edit issue" permission or not.

Anton, do you have any other ideas?

The preference in the plugin is the only option I see for the moment.

The Labels Dashboard Portlet is not available either, when a user has no edit permission.
I assume it is related to this issue.

We have the same use case as Scott as well. I will like to be able to define the permission scheme for editing.

I would suggest to use the submit issue permission to control the editing of the Label. If an user can submit issue to the system, it will make sense for them to be able to make changes to label as well.

Would anyone object to tying this to the "Link Issues" permission, as linking and labeling are very similar activities.

We just upgraded from Jira 3.9 and Labels 2.0 and love all the improvements, but find ourselves in the same boat – some projects have restrictive edit permissions but we would like our users to be able to label anything.

I would be fine with either an "ignore edit permission check" or tying the permission to the "link issues" permission.
