I don't know of a way to do a search that only returns unlabeled issues; however, if you sort the results of any search by the Labels field, the issues without labels will be grouped together at one end of the search results. (Sort ascending will bring them to the top)

This is right, but it would be very useful having a filter that shows me directly those issues which are not labeled yet.

It would be nice to search issues without some label, as it works on gmail
-label:<name_of_label>
