Fisheye/Crucible can publish gadgets, but it is not a gadget container. This means that other gadget containers (such as the JIRA dashboard) can display gadgets published by Fisheye/Crucible plugins, but gadgets can't be used as part of the Fisheye/Crucible UI itself.
