added Capacity Planning REST API enters Preview

All Capacity Planning REST API endpoints are now available in Preview state.

Three resources and 11 endpoints are included:

• Contributions — get, create/update (bulk upsert), and clear time allocations.
• Contributor ↔ Work associations — create, list (by contributor or by work), and delete assignment links.
• Non-project work items — create, list, get by ID, and update custom work items.

Preview features are deemed stable; however, they remain under active development and may be subject to shorter deprecation windows. Preview features are suitable for early adopters in production environments.

added OAuth 2.0 authentication now available

The Capacity Planning REST API now supports OAuth 2.0 (3LO) authentication with granular scopes. Apps registered in the Developer Console can request Capacity Planning scopes to access the API on behalf of users.
