Jira work item links external build

The JiraWorkItemLinksExternalBuild relationship represents the link between a Jira issue and an external build within the Teamwork Graph. It allows you to:

Retrieve external builds associated with a specific Jira issue
Find which Jira issues are associated with an external build
Traverse and analyze issue-build relationships

The TTL (Time To Live) specifies the retention period for relationship data, determining how far back in time the relationship remains queryable.
